Must check 

• iPhone, iPad and iPod Touch 5th with iOS 7.1or 7.1.1
• Your device ready Jailbreak (if not follow this )
• iPhone or iPad with an internet connection

How to install khmer unicode and khmer keyboard on iOS 7.1.x 7.1.1

• Go to Cydia and click on Source​ >​​ Edit > Add  “elunchen.com/cydia“ and click Add source
• In Cydia click search “iOS 7.1.x“ and you will see 4 result
• click on iOS 7.1.x khmer fonts​ and click​ Install and then click​ Restart
• Go to Cydia and search for “ iOS 7.1.x iPhone keyboard “ and Install​ If your device are ​iPhone  But for iPad search for​ “iOS 7.1.x iPad Keybard”

• After install font Khmer Unicode and Khmer keyboard ready  Please go to​ Setting > General > keyboard > Keyboards > click ​on ​Add new and scroll down you will see khmer keyboard there.

Please note that the Khmer font and the keyboard is only temporary, it is lack in some point. But after tested, this will help you better
